What it means

EPS services not allowed in this PLMN: LTE is not allowed for this subscriber in this network, but other networks or 2G/3G may work. Often the visible result of an S6a Update-Location rejected with 5004 (roaming not allowed).

Where you see it

In LTE NAS Attach reject, Tracking area update reject, Service reject or Detach request.

What to check

Check the LTE roaming agreement (e.g. 4G roaming not launched with this partner) and the HSS answer to the ULR.

Look at the S6a (MME↔HSS) and S11 messages just before the reject: they usually show the real trigger.
