What it means

The responding node doesn't recognize this IMSI at all (IMSI not known).

In the Cause IE of a GTPv1-C response (Create PDP Context, Update PDP Context…) on Gn/Gp.

What to check

Confirm with the home network that the IMSI is actually provisioned.

Check which GSN sent the response: the cause belongs to that node's decision.
