What it means

The queried network doesn't recognize this IMSI at all (unknownSubscriber) -- not "not reachable right now", but not provisioned/known as a subscriber there.

In a returnError component of a MAP dialogue over TCAP/SCCP (roaming, SMS, call routing).

What to check

Confirm with the home network that the IMSI is actually provisioned and active.

Check which network element sent the returnError (calling GT) and the operation it answered.
