The responding node is out of resources to handle this request (resourceLimitation) -- a capacity issue, not a policy rejection.

In a returnError component of a MAP dialogue over TCAP/SCCP (roaming, SMS, call routing).

What to check

Report to the responding operator to check the state of their node(s).

Check which network element sent the returnError (calling GT) and the operation it answered.
