Diameter 5004 DIAMETER_ERROR_ROAMING_NOT_ALLOWED

DiameterRFC 6733 §7.1 · 3GPP TS 29.272 §7.4.3 · RFC 4006

What it means

The home operator rejected roaming for this subscriber (DIAMETER_ERROR_ROAMING_NOT_ALLOWED) — almost always means there's no active roaming agreement between the networks, or the subscriber is explicitly restricted.

Where you see it

In the Result-Code or Experimental-Result-Code AVP of a Diameter answer (S6a, S6d, Gx, Gy, Cx…).

What to check

Verify the roaming agreement (IR.21/TADIG) between both operators and the IMSI's roaming provisioning in the HSS.

Look at the Origin-Host of the answer: an intermediate agent (DRA/IPX) and the home HSS mean different owners of the problem.

Careful: 5004 also means DIAMETER_INVALID_AVP_VALUE. In Diameter the base protocol (Result-Code) and 3GPP applications (Experimental-Result-Code) reuse the same numbers, so read the name, not just the number.
