Diameter 5004 DIAMETER_INVALID_AVP_VALUE

What it means

An AVP in the request carried a value the peer doesn't accept (DIAMETER_INVALID_AVP_VALUE) -- not a roaming decision.

Where you see it

In the Result-Code or Experimental-Result-Code AVP of a Diameter answer (S6a, S6d, Gx, Gy, Cx…).

What to check

Look at the Failed-AVP in the answer to see which value was refused.

Look at the Origin-Host of the answer: an intermediate agent (DRA/IPX) and the home HSS mean different owners of the problem.

Careful: 5004 also means DIAMETER_ERROR_ROAMING_NOT_ALLOWED. In Diameter the base protocol (Result-Code) and 3GPP applications (Experimental-Result-Code) reuse the same numbers, so read the name, not just the number.
