What it means
EPS services not allowed: the subscriber isn't allowed to use LTE/EPS at all.
Where you see it
In LTE NAS Attach reject, Tracking area update reject, Service reject or Detach request.
What to check
Check the EPS subscription in the HSS (e.g. ULA answered 5420 or the profile lacks EPS data).
Look at the S6a (MME↔HSS) and S11 messages just before the reject: they usually show the real trigger.
