What it means
EPS services and non-EPS services not allowed: the subscriber can use neither LTE nor 2G/3G circuit services through this network.
Where you see it
In LTE NAS Attach reject, Tracking area update reject, Service reject or Detach request.
What to check
Check both the EPS and the CS/PS subscription in the HSS/HLR.
Look at the S6a (MME↔HSS) and S11 messages just before the reject: they usually show the real trigger.
